Wastewater Management
Under its wastewater management component, CSP is collaborating with the Ministry of Energy and Water (MoEW), regional water establishments (RWEs), the Litani River Authority (LRA), municipalities, and local communities to design and implement interventions that mitigate pollution resulting from the discharge of untreated domestic and industrial wastewater.
CSP is focusing primarily on the construction or rehabilitation of wastewater facilities to ensure that they have the appropriate technology to manage domestic wastewater output. CSP is also collaborating with the Association of Lebanese Industrialists to incentivize private industries to install environmentally friendly equipment and implement processes that mitigate their wastewater pollution.

The Rebate Program to Install Industrial Wastewater Pretreatment Equipment
Under its Wastewater Management Component, the USAID-funded Community Support Program (CSP) is soliciting Expressions of Interest (EOI) for the supply, installation, operation, and maintenance of industrial wastewater pretreatment equipment for industries. CSP is offering a rebate program to encourage and incentivize the installation of industrial wastewater pretreatment equipment to protect the environment and promote sustainable industrial practices in compliance with all applicable Environmental Limit Values issued by the Ministry of Environment.
Program Coverage
- Wastewater Management Assessments: Assisting industries in undergoing wastewater management assessments to identify technologies and practices that can improve wastewater treatment and suggest possible wastewater treatment equipment suppliers.
- Reimbursement for Capital Investment: Reimbursing 80% of the capital investment for acquiring machinery and equipment for wastewater management, up to a ceiling of $45,000, once the project is completed and the installed system is compliant with environmental regulations.
Eligibility Criteria
To be considered for this opportunity, interested industries must meet the following criteria:
- Compliance with Ministry of Industry Registration Requirements: Your facility must be fully compliant with the Ministry of Industry’s registration and operational standards. Proof of compliance will be required as part of your EOI submission.
- Willingness to Commit to Payment: Applicants must demonstrate a clear willingness and capability to finance the installation, operation and maintenance of the wastewater treatment equipment, including the initial capital investment and ongoing operational costs.
- Sufficient Space for Installation: Your facility must have adequate space to accommodate the wastewater treatment equipment. A site survey may be conducted to verify spatial requirements.
- Commitment to Ministry of Environment Regulations: Your facility must adhere to all relevant environmental regulations as mandated by the Ministry of Environment. This includes regular monitoring and reporting of wastewater quality and compliance with discharge standards.

Submission Deadline:
All EOIs must be submitted by Sunday, June 30th, 2024. Late submissions will not be considered
Rehabilitation of En Nmairiye Pumping Station and Access Road
In partnership with the South Lebanon Water Establishment, the USAID-funded Community Support Program will rehabilitate a pumping station in En Nmairiye to manage wastewater in Deir Ez Zahrani, Habbouch, and Kfar Roummane in a treatment plant in nearby El Charqiye. The intervention also includes building a 340-meter access road to facilitate maintenance and operation. The station will benefit 50,000 residents.
Status Under Implementation
Aaitanit Treatment Plant Rehabilitation and Sludge Management Upgrade
In collaboration with the Bekaa Water Establishment and Al Buhaira Municipal Union, USAID’s CSP will rehabilitate the Aaitanit wastewater treatment plant and upgrade its sludge management process. This activity benefits 27,000 residents, and supports the villages of Aaitanit, Baaloul, El Qaraoun, and Machghara.
Status Under Implementation
The Industrial Wastewater Treatment Project (IWT)
Through a $150,000 grant awarded to the Association of Lebanese Industrialists, USAID’s CSP will support Lebanese industries willing to invest in proper onsite industrial wastewater treatment. Within this intervention, CSP will implement a rebate program to partially reimburse partner industries for the costs incurred in mitigating their industrial wastewater pollution.
